As a Kansas resident, I think the biggest problems with Brownback were:

1. His tax plan didn't go far enough. Colorado still has a lower income tax than Kansas. Kansas' tax rate is still relatively high compared to regional states. I live here, but you need to be creative with tax laws to get businesses to come to a state like Kansas. Brownback, IMO, should have pushed to get rid of the income tax entirely ala Texas and Florida. It would be shortterm pain, but a long-term gain.

2. Speaking of which, Brownback is not a good communicator. When campaigning on his tax plan a few years back, he said it would be a "stimulus" and a shot in the arm to the Kansas economy. Sorry, but tax cuts don't work overnight. It took a few years for Reagan's tax cuts to create an economic boom. It took a few years for Coolidge's tax cuts to work. Tax cuts are not about creating an immediate economic stimulus. It's about creating a long-term business friendly environment. Sam screwed up the message of that badly and it may cost him.

This is a good point, too. Although in defense of Brownback, the Supreme Court forced Kansas to spend more money on education. That's not entirely his fault.

Don't ignore the 600# gorilla eating all the vittles in the refrigerator.

The national economy is stagnant. It shows a little life from time to time, but then stalls.

In today's economy a state like Kansas would need to have something extraordinary happen to put it ahead of the oil states, the sunbelt states, etc. N Dakota got lucky(oil) Kansas isn't that fortunate.

It is his fault. A governor is expected to follow the constitution of the state and the USA.

Trolololol
The Kansas constitution doesn't mandate how much the state must spend. The KS courts made that up through "precedent." Reducing education finding didn't violate the state constitution.

There is actually more oil in Kansas than people realize, obviously not a ND amount but the business is doing well here.

An unintended consequence of the tax reform is that it created a simple loophole for absentee landowners to collect off their mineral leases without paying Kansas an income tax.

He took a surplus of 700m and turned it into a 240m deficit which in turn caused Moody's to downgrade the state's bond rating. I would say he has actually hurt his state during the recovery.

Here's how the outgoing Gov. Parkinson saw the end of his term and the budget crisis.

Brownback changed the emergency sales tax increase approved under Parkinson into a permanent increase to try and cover the lost revenue from the income tax plan.

He is a person I would consider a friend, a good man and very humble and honest.

When he was running for POTUS I got to know him pretty well. The day he gave his speech at the Iowa Straw Poll (arguably the biggest speech of his political career up to that point) I went to the hotel to pick-up his mom and dad. Great people, very humble - his dad almost made them late getting to Iowa (they drove up from Kansas that day) because they could not leave the farm until the mail was delivered.

Imagine that, nearly missing you son's biggest speech in his life because you wanted to be sure to get the mail.

I think there was a surplus from fiscal year 2010 - 2013 (he was sworn in as governor in early 2011). In 2012 he passed a ton of bills that gave out a lot of tax cuts to everyone from the lowest income bracket to the highest, as well as small businesses and this has set the state on a path to failure.

Over half the deficit is the result of the KS Supreme Court making up a constitutional level of educational spending.
