I've

1. Deleted apps
2. Backed up on iCloud
3. Deleted all text
4. Have few photos and no music stored .
5. Purchased 20GB

Yet my iPad says I only have 4.5 GB available. I can't even install the latest update. Any help is appreciated?

You don't need to free up space for the update if you do it via a computer and Itunes. Only need to free up the space if you want to update via WiFi.

Reset your device (I.e. Reset and erase all settings). Then setup your phone again using your backup. You'll get back about 50% of your space doing this. There's plenty of data being stored that you can't access or delete without wiping and restoring again.

When was the last time u synched it with iTunes? You may be suffering from a case of the dreaded "other" data.
