Streaming to Internet from hardware codec

I can create an .rtsp stream using a hardware codec from my home. I can set it as unicast or multicast, 1080p, and the bandwidth is variable from 10 Mbps down to 200 kbps.

I want to view this stream on my Note 3, or I may want to view it on a computer. I have no problem setting this up on a LAN with a network IP address for decoders or computers, but haven't streamed to the Internet for mobile devices or remote computers. I likely will stream at a setting of around 1 to 1.5 Mbps but may go a bit lower.

Without using a service like Wowza, what recommendations would you have to getting this stream out of my home and what playback app would you recommend? I'd likely use VLC or Quicktime on a computer. Not sure using mobile.
