Land Lock Laws in Mississippi

Anyone familiar with them? How hard is the process to get an easement? Can it be difficult if the surrounding land owner won't give access?

My BIL doesn't have road access to his land, but never had any problems. I've asked about it before and he's just said by law you can't land lock someone.

What i thought. I'm looking at some property but the realtor says the adjacent land owner won't give access.
