New to Spotify so trying to get a better understanding. If I mark a playlist to be available offline will it still try to stream the playlist if I'm not actually "offline" and still have a data connection? Or will it play from the device no matter what and not try to stream and use data?

IT will be available at all times whether you are connected to wifi/4G/LTE or not. I do this to playlists I'll play at tailgates or other places where I want to preserve battery.

I'd suggest waiting till you are using WIFI to make a playlist "offline" cause to download songs takes a lot of data.

There's a setting in settings where you can turn spotify to offline mode too without turning the datat on your phone off
