Houston: Hundreds of tickets thrown out amid ticket writing scandal (Now 6000+)

This is the same scandal in which the officer killed himself after being put on administrative leave a few months back.
This story is troubling for two reasons
Even though the tickets will be thrown out if written by any of these four officers, the citizen STILL has to take time out of their day/off of work, go to court, and ask that it be thrown out...
Also, this is disturbing...

So, its just about the money? Not about public safety as law enforcement likes to claim for writing speeders? Maybe he meant it another way, but thats not how I'm reading it.

My brother was one of the fortunate ones He was ticketed by one of the four cops (not the dead one).
