Post game traffic route from Parking Garage

If I'm sent out on Dalrymple from the new parking garage, what's the best way to get onto I-10 East?

Take I-10 west, stay in right lane, exit Louise.
Take U turn to left to I-10 east ramp. Enter I-10 east.
Take U turn to left to I-10 east ramp. Enter I-10 east.

I thought they closed that exit?
If so take I-10 west to I-110 north. Get off at government street. Use left lane of the exit and make the U-turn to get in I-10 east.
