Racism is absolutely not a factor here - this is 100% the fault of big government. If the size of the government were just smaller this would have never happened.

Even if the woman was a HO (prostitute) & he was a TRICK (client), they were doing nothing illegal at that point. Not one thing. Yet a policeman (read government proxy) felt entitled to stick his nose in it anyway.

Are there stats for how many arrests to non-arrests in regards to vice squad in regards to prostitution on the street level. What I am wondering is if these are actually a small percentage of actual arrests made that are legit as compared to when it is mistaken on the part of the PD.

As already stated, there was nothing "legit" about that police intervention. No money. No sex. No illicit conduct. Not one thing . . . EVEN IF the woman WAS a hooker.
