Highland/ Nicholson exit pre-game

Why is it that there is always a cop at the intersection of Nicholson and the I-10 off ramp (eastbound) and there is zero traffic on Nicholson but they allow the traffic trying to exit off the Mississippi bridge to back up?
Dangerous as hell and just flat out stupid.
Eta: what is the cop doing if he is not directing traffic and making things better/safer?
