Can cost of manufacture be determined by amount of shipping insurance?

I recently purchased a new item for $1200 that was defective out of the box. The manufacturer repaired the item under warranty, and in doing so sent me a pre-paid UPS label for shipping back to their factory. On the paperwork I noticed they insured the item for $600.
Am I right to assume that the manufacturer had around $600 invested in the creation of the item given the amount of insurance they purchased?

may be just an internal policy to insure at 50%. Some companies self-insure, some insure at cost of repair, etc. In this case though, I'm not sure why you would insure a product of that small value that you're going to repair anyway.
