Cat impact on health... a solution liberals could accept.

Let us say that it is discovered that there is a high correlation with house cats and cancer. Suppose some foundations have determined that millions of cancer deaths are due to contact with infected cats.
Now, there are a lot of cat lovers out there. But there is a market solution. If you want to own a cat you must assume your contribution to the risk of global Cat catastrophy and the possible death of millions.
So, the market idea is that if you want to own a cat you must pay $1,000 a year in taxes to off set your 'cat foot print.'
So, what do you all think of this idea? And don't tell me "Zach, I don't believe in Cat Cancer". Cat Cancer deniers are for another thread.
