Wifi slow as a snail...LTE fast?

My iPad and phone are going slow as crap over my wifi right now with full reception. When I turn off my wifi and only have 2 bars over the network...it's lightening fast?

Figured that...was just seeing if anyone ever heard of it being a hardware issue or possibly someone on my network ( password protected ).
