Most likely. The last time the Jays were good and winning World Series titles the Os were also decent.
In 93 the Jays and Os had more total wins compared the the sox and Yankees total, but the Yankees still finished second in the division.
In 92 the Jays were first, Brewers second, Yankees third, and Red Sox last. That's when there were only two divisions in each league. The Yankees payroll that year was $34m. Oakland had the second highest in the AL
