How much do limb dampeners help?

How much they help is debatable.
If my bow was already quiet I wouldn't go out and buy them. If I felt it was too loud I would try them, but I think string whiskers are more effective.
And no they will not slow it down.

They help more with felt vibration than they do with noise. On an older bow they will most certainly quiet it down a little. A string stop and string dampners would be more effective.
Bowjax ultra jax 2 are the way to go if you want to use a string dampner without losing speed. They would have to be installed by a prow shop. The ultra jax 1 work as well you'll lose a few FPS with them.
I put a string stop on my Switchback XT and it made an obvious difference in noise
