5,331 known offenders, 54.6 % were white and 23.3 % were black. F.B.I.
Yet the offending rate for blacks (24.7 offenders per 100,000) was seven times higher than the rate for whites (3.4 offenders per 100,000) Star Tribune

This could mean that whites, if they commit a crime, like to commit hate crimes.

You're presuming black criminals should commit hate crimes in equal proportion to white criminals. Why?

When your motive is to terrorize an entire race, sex, or religion, you are victimizing more than one person.

Applied in a very limited way, I agree. Burning a cross on someone's lawn is worse than just trespassing and destruction of property.
However, dragging a guy behind your truck because he is gay (or whatever) is not worse than cutting off someone's head because you are a serial killer. They are both heinous crimes against humanity.
Racial animus (or whatever) should be used as a contributing factor in the sentencing phase, it should not be a separate crime (except in a few cases like the cross burning above; but not really applicable to violent crimes).

And that's exactly what hate crime enhancements are. They add to the sentence of already illegal acts. They are not separate crime - there must be an underlying illegal act. Were you even aware of that?
