I have had an iPhone for several years and, naturally, have an iTunes account with tons of purchased apps and songs.
I just bought my wife her first iphone.
Should I put her device under my iTunes account or should she get her own?
I want her to be able to use all of the apps and songs that I have purchased.

Wait about a month when iOS 8 comes out. They have a new feature where you can designate other Apple ID's as being part of your family and they can download and use and apps and media you have tied to your account without having to transfer or re-pay for anything
ETA: Make her her own for now and you can switch over anything after iOS 8 comes out for free.
