Report warns SWAT units are Over-Militarized, Hyperaggressive

In the 98-page “War Comes Home: The Excessive Militarization of American Policing,” the ACLU examined 818 SWAT incidents between July 20, 2010, and Oct. 6, 2013, conducted by 20 law enforcement agencies in 11 states — including SWAT units in Allentown — and found the following:

• SWAT teams were overwhelmingly (79 percent of the time) deployed for the purpose of executing a search warrant, most commonly in low-level drug investigations; only 7 percent of deployments were for hostage, barricade or active shooter incidents.

• Of the cases studied in which SWAT teams were deployed for drug investigations, in at least 36 percent of those incidents, no contraband of any sort was found.

• Policing, especially via SWAT units (characterized as “paramilitary teams”), has become excessively militarized through federal programs that “create incentives for state and local police to use unnecessarily aggressive weapons and tactics designed for the battlefield.” For example, the report states that 500 law enforcement agencies have received Mine Resistant Ambush Protected (MRAP) vehicles built to withstand armor-piercing roadside bombs through a Department of Defense program.

• Police officers are increasingly receiving training that “encourages them to adopt a ‘warrior’ mentality and think of the people they are supposed to serve as enemies, as well as in the equipment they use, such as battering rams, flashbang grenades, and (armored personnel carriers).”

• The use of such military-style weapons and tactics primarily impacted people of color. According to the report, of the people impacted by SWAT deployments for the execution of warrants, at least 54 percent were minorities.

“When paramilitary tactics were used in drug searches, the primary targets were people of color,” the report states, “whereas when paramilitary tactics were used in hostage or barricade scenarios, the primary targets were white.”

Further, according to the report, public oversight into SWAT training, tactics and deployment has been woefully inadequate.

The problem is the over weight cop who stuffs his face with too many jelly filled doughnuts running around in high speed tactical gear thinking he is an operator.

Way to many cops getting their hands on this stuff with out the proper training, ie advance military training before or years in the force actually learning the craft of SWAT.

I disagree. There are plenty of very physically fit police officers who have a lot of training.

The problem is that they even receive this training. It's completely unnecessary. A waste of tax dollars. And then these fricking roid heads feel the need to use all their toys in the name of "officer safety" and it gets people killed. Quite frankly, public safety should come before officer safety IMO. Firefighters really do risk their lives for their fellow citizens on a daily basis. Cops don't look at us as fellow citizens and put their lives before ours.

This is just gross incompetence. These are the people we are trusting our lives with, people who get it wrong over a third of the time.

I just disagree with the premise of SWAT in the first place. I believe in a community policing approach. Police forces that hire mature intelligent people who truly want to protect and serve. Not jackasses that want to "get some." If you want to do that shite join the fricking military. The best and brightest don't need to be on SWAT, they need to be out in the community and investigating crimes. Any retard can be taught to shoot and hot to clear a building. It aint that fricking hard.

My sister's ex killed an unarmed kid in a drug raid. He had no business handling a gun. Typical power tripped buffoon that played too much Call of Duty. He used to threaten to arrest my sister when they got in arguments.

When we heard he shot someone none of us were surprised. Not that he was evil spirited, he was just an idiot who was given a gun and a badge.

It is needed in larger cities not in so small town or in the suburbs. No need for the local sheriff to roll around with MRAPS doing drug warrants. But in larger places a small very well trained and disciplined SWAT team can be useful.

Well I mean hostage situations can happen anywhere. Doesn't really have to be a big town. I'm okay with cops being trained to deal with that but it shouldn't be they're main focus. Once again, if we weren't raiding every low level drug dealer this wouldn't be an issue.

Daryl Gates opened up a can of worms with SWAT. It's done more harm than good. Anytime you give the gov't and police more teeth and power to enforce laws, there's a very good chance it will be abused.

Well the thing is, SWAT used to be called in from the city to take care of situations that local cops could not in smaller areas. Now with all that extra cash the gov't threw out every fricking town and county thinks they need SWAT and abuse the purpose of SWAT.
