Cash--I didn't say I liked him. Everything you say is spot on.
But what other world leader can be partially responsible for a major tragedy (MH17), and instead of making some half-baked "we were only trying to support those who wish to be part of our Federation against oppressors, we clearly didn't mean to shoot down a commercial plane" and offer reparations to the victims' families, says "don't blame us" and nobody can do anything about it? That's effectiveness plain and simple.
