U. S. Territories not affected by Obamacare.

So one week the govt. says that being a state didn't mean anything and the language is confusing and the next week its important to be a state and not a territory?

Do these guys just make up the law as they go along?

Sure the territories would have to be exempt just as states that do not form their own exchanges are treated differently than ones that do form exchanges. In both cases the law is clear.
