Was Caligula really demented or just hell-bent on revenge?

Keep in mind his father was Germanicus. A very well-liked and popular Roman general and heir to the purple. It was widely suspected Tiberius had him killed. Then Tiberius and his allies went after his mother and the friends of Germanicus.
Did Caligula see Tiberius and Roman society? Thus were his acts of depravity really acts of revenge on the society he thought destroyed his family? Think about it. He assumes the purple. Now he sees that he has total, absolute power and the motivation to degrade the noble-born and Tiberius faction he despises so much.
So was he truly nuts or hell bent on revenge and saw the perfect opportunity to exact it?

He was probably an epileptic, and he also suffered a severe illness early in his reign that pushed him from Mel Gibson territory to Gary Busey territory.

Demented - Claudius had to pretend to be retarded just so Caligs wouldn't kill him. Dude was only in power for like 3 years but it was an entertaining 3 years.
