Chicago over 1200 shootings since January

My question is this, is there any possible way to fix such a degenerate culture as long as they remain on the Democrat/handout system plantation?

Yes, give underprivileged citizens, that are not felons guns if they can not afford them. Then provide training and allow them to carry concealed...

You're asking how to fix their culture while making a snide remark about how Democrats offer handouts? Do you see the double standard there?
You don't fix them. They fix themselves. When they have a reason to wake up at a reasonable hour and look for work in their community that isn't connected to organized and spontaneous crime, then their culture will begin to improve.

Is 1200 historically a large number? I thought violent crime was generally on the decline in Chicago.
