I'm not aware of any requirement for the committee to consider any polls in making their decision. In fact they will be issuing their own top 25 rankings starting in mid-season.

Wasn't the committee supposed to use 2013 as a dry run to test how their system will go starting this season? What happened to that?

Honestly if they wanted a committee that was mostly unbiased, I would like it to start and end with Nate Silver.
