How do TV shows get us rooting for bad people?

Breaking Bad - Walt eventually turns bad.
Mad Men - They constantly cheat on their wives.
House of Cards - Frank is the worst. Period.

Game of Thrones- Walder Frey/Ramsay Bolton
The Americans- The two lead characters are KGB spies yet we root for them over the FBI agent who lives across the street.
Boardwalk Empire- Nucky Thompson, pretty much a weasely piece of shite all in all, yet we still root for him.

Unless someone is truly psychotic evil, they usually are doing what they think is right. When you see the world from their point of view you don't see innocent people getting hurt, you see deserving people getting hurt.

Being a villain often comes with many dramatic advantages: cooler wardrobe, cooler theme music, and a lack of predictability. Good guys have the burden that they have to be good all (or at least the vast majority) of the time. Villains can do whatever they want. They can be as evil as they want, but can occasionally do good things or commit evil for good reasons. A well rounded, complex villain will always be more compelling than a archetypal "good guy"

You're enjoying the ride. You're rooting for them to get things done... but eventually you want them to get some justice thrown at them.

I think its a sign of a well written story if you root for all involved....you just want to see the cat & mouse

Not really - I'm cool when he has a reversal - I'm not so much "rooting" for him as being entertained by him.
Ditto for Tony Soprano. Now, I took sides between the gangsters, but that's different - it was terrible, for example, when they killed Adriana.
I did start to, kind of, root for Walter White and Vic Mackey (& co) - but even then - they crossed lines that I didn't follow. Once innocents are at risk, I'm back against the bad guys - even if I like them.
