Chinese city on lockdown after man dies from Bubonic Plague

This begs the question, how would Americans react?
If a death from the plague happened in New Orleans for instance and the national guard blocked off the causeway and quarantined the perimeter of the city, would you plot an escape or wait it out?

Bubonic plague is passed by fleas that travel and rats and other animals if I remember right. Read a book about it in high school.
