Help from Math Wiz's and Fantasy Guru's Budget Strategy for Reality Sports On.

I'm in this new Dynasty league through Reality Sports Online.
I don't know if you've guys heard of it but it's a Dynasty where you're the GM and in control of contracts, etc.
You have the same budget as the NFL at 133 million, and you also incur losses if you drop players during the year, since you'll have to pay any guaranteed money.
We will have 30 roster spots. 1 QB, 2 RB,2 WR, 1 TE, 2 Flex, 6 IDP, & K. A total of 15 starters and 15 guys on the bench. When you draft you can sign guys to 1-4 year contracts.
With a budget of 133 million, where would you begin to come up with a budget & rankings system. I've thought about trying to convert auction values. I also would need money left over to work free agency during the year.
Anybody know where to begin?
