Even another FedGov agency (USDA) said it was a mess.
Yet these same promises were made two years ago. Nothing was done then.

Thats right. I believe they are serious too. The news has been watched. The spin team has been awakened. Research of Bush has begun. Request for funding is being readied. So it should be all good now.
