ipad mini issues with touch screen

Just bought it a few weeks ago and love it. However, it seems the touch screen is at times not responsive. Suggestions? Gets frustrating at times

I was going to say that may be the problem, is it the keyboard that mostly seems unresponsive?

no. screen also. Sometimes it works, sometimes it doesn't. Yes, I have the latest update.

May have a defective unit. I'd exchange it.
