Yes.

It seems like a no until you think about it.

I will say that safety is a weird position. I feel like better tacklers play linebacker and better cover guys play corner, so safeties typically aren't your best players.

Dawkins had the luxury of sitting behind 2 great corners, Troy Vincent and Bobby Taylor, but it was his influence that scared QBs

I don't know that I would have him in the top 10.

Besides Lott, Kenny Houston, Larry Wilson, Polamalu, Atwater, & Willie Wood come to mind. I think they are all HOF'ers.
