They played, and dominated, better offenses than the other two.

Meh... The Seahawks D shut down arguably the best offense in NFL history down.

The 2000 Ravens certainly have the names on that defense.

But I'd go with Seattle.

I say 2000 Ravens. I understand the argument for Seattle but consider this. The Seahawks had a good QB and a productive offense. The Ravens literally won games with just the defense. Its been years but I think they actually won 3 or 4 games in a row where the offense didn't score a TD. All of that being said the best in NFL history is a toss up. 1976 Steelers and 1985 Bears.

How dominant were the 76 Steelers? Starting with the 6th game through the 14th game to end the season they gave up 28 points. Including 5 shutouts.

2000 Ravens faced some of the worst offenses in modern NFL history, they are way overrated but had many very talented players.

They had a streak of 5 or 6 games or so that year when they faced a bunch of terrible QBs, I believe many of them were backup QBs as well and they were bottom feeder guys that were lucky to even be on QN NFL roster.

In terms of talent, I'd rank the 2000 Ravens very highly, but in terms of all time great D's statistically, they are way over hyped because of the shitty offenses they played for a lot of that season.

Seattle's offense was pretty shitty for a while with all their injuries to their offensive line and Harvin being out.

That offensive performance in the Super Bowl was their best in months.

That Ravens defense was nasty. They gave up over 21 points like 3 times and in playoffs they gave up

It's an amazing accomplishment, but it is worth noting that the game was played a lot differently back then. It's my understanding that football wasn't nearly the offensive game that it now is. This is why it's difficult to compare players/teams from different eras.

ETA: Really I think that's probably the best argument for Seattle, at least among the 3 in the OP. They managed to be a dominant defense in the most offensively prolific period to date in the NFL. I still think that I like the Ravens though.
