Most players are at least a little buff these days. Except in Spain I have noticed. Maybe less emphasis on lifting there? Seems a lot of Spaniards are naturally really thin too so maybe just that.

There are plenty. The skillset which Spain has thrown their hat in the ring for, doesn´t typically accompany such a physique.
