What would the punishment be if the US and Germany fixed the match?

and FIFA found out? For the record I don't think it will happen but... if it did and it was discovered, I'd imagine both teams would be disqualified from the tournament and probably banned for 2018 as well.

Both teams would be tied to chairs and forced to watch the WNBA.

The match won't be fixed, but I can promise you neither team is going to come out swinging. It could be a very boring game to watch with LOTS of possession by both teams in their defensive two-thirds.

Both sides are going to play tough for a half and see what it looks like at the half. If both pull off the gas it's for the betterment of both. It's not a fricking conspiracy. This happens every World Cup.

If I remember right I think the Chinese tried losing on purpose to get a better draw in the Olympics and got kicked out of the tourney..not sure why i was watching Olympic badminton but..
