Cutting pine trees during the summer

I've always been told that it's best to cut pines down during the summer when most of the sap's drawn up into the tree because of the heat (supposed to help the stump rot out easier without all the resin). My question is (assuming all of that is true) if July's the best month or do I have a window from June to August?

Cut it anytime. Then put some Spike on it to rot it quickly
