When her boss testified to Congress after throwing somebody else's medals at the White House, I thought it was clear everyone in the military was a bloodthirsty savage of low character. Harf is being nice by only calling them untrustworthy.

That's par for the course for the State Department. I worked with them in Iraq in 2006. They always consider themselves intellectually superior to those "mouth breathers in uniform".
The way to really get them mad is when they try to derail a staff meeting is to tell them to shut the frick up and stay in their lane.
My commander had the classic reaction when he asked, "Just who are you again and why are you here?"
