Golfing statistic question about putts/GIR

Do you guys count putts that are from the fringe or apron just around the green?
Since I normally don't consider the fringe a GIR, I don't count the putts

Stash counts them even if he isn't on the green. Maybe that's why he had 42 putts today.

What about those rare times when people use a wedge on a green because they are on a part of the green where they can't get to the hole without chipping the ball over the fringe or a bunker?
Does that count as a putt? I'd say yes, because you get a GIR.
