Why do the cheat codes for unlock all characters work for the hero/villain dlc pack?

Pretty sure if you didn't get them awhile ago they aren't available now

Yep. I had them on my old gamertag. My x360 was bricked. When I got a new one a few years later, I created a new gamertag and the pack was no longer available.
