Why is silver dropping in price?

I remember it maxing out around $48 at the peak of the recession, but now it's down below $20. What caused it to go up so high back in 2011? What are we looking for silver around 2020?

Normal price fluctuation like everything else?
No dividends.
It is just a hedge.
I sold my silver already except for some physical silver.
