Well not exactly. The bill was essentially gutted and replaced.

Instead of forcing a 10% cut (a stupid idea imho) it now sends most contracts above $40k to the Joint Legislative Committee on the Budget (still a bad idea imho).

So Jindal has an out if he doesn't want to veto as the bill was not the same thing he opposed for 4 years.

It wouldn't be stupid if they cut aggregate state contracts by 10%, or even 5% - let the state figure out which contracts to cut so that they can optimize federal matches.

5% would amount to $153 million which would cover most of our budget shortfalls that result in cutting of higher education.

You can't seriously tell me that there's not a bloat in state contracts, can you? These people are way too spend-happy with contracts and I'm afraid that many are wasteful, and some are even straight up part of a political spoils system. There's a lot of other things I"d like to cut as well, but this is one of many that should be tackled.
