NCAA rules restrict Boise State fans from helping out homeless football player

Searched Boise and Turner and didn't see a thread on this.
Interesting situation. JUCO recruit is homeless, school can't help him until June and fans can't help him either if they choose.
Antoine Turner is going to Boise via Fullerton CA, but grew up in New Orleans.
The issue is that the local Boise TV station ran something on his story and the NCAA followed up with a letter that "boosters" could not help him.

USA TODAY STORY ON LETTER
NCAA letter:
...I'm not a fan of bleeding heart stories generally, and I see how this is a slippery slope. What if Leonard Fournette or Derrick Henry were suddenly "homeless" and the good folks of BR and Tuscalooser did what they could to help him out..wink, wink.
However I think it's interesting the NCAA is going out front to make sure he's basically on his own and the way "booster" is defined is pretty broad. I'm not saying the NCAA is 100% out of line here, but it's interesting to me where they place their priorities--like ensuring a homeless JUCO transfer has to remain in his girlfriend's car for the next 4 weeks or else we're investigating you.

Antoine Turner in joining the football team at Boise State this summer, and after a local TV news segment did a story about his life — he grew up in New Orleans and lost his mom to cancer at age 4; he isn’t close with his dad; he is currently homeless until summer school begins– many viewers of their show rushed to offer their support for the young man.
Boise State anticipated this, though, and issued a statement warning fans of the team that they couldn’t help Turner. Why not? Because by doing so it would violate NCAA policy.

We need to make it clear to your viewers and Bronco fans that it is NOT permissible within NCAA rules for boosters of Boise State athletics to provide benefits to Mr. Turner. That would include money, loans, gifts, discounts, transportation costs, etc.

You really think he won't get any under the table assistance?

So a random Boise resident can't help him out? wtf?

What if you didn't give a shite about Boise? Could you help him then?

1. Hide money somewhere.
2. Tip him off that you may have seen some money there but are too lazy to bend over and pick it up yourself
3. ???
4. He profits

There comes a point where it doesn't matter what the NCAA says, and you help another human in need.

Exactly. The words "common sense" really need to be brought into the NCAA's wording of things. Some of the shite that is "illegal" would blow your minds!

I'm not trying to fall for another bleeding heart story, but it's interesting the NCAA got in front of something like this where there is a clear need and the NCAA basically puts the town on notice that he can't be helped. Being homeless and making it to an FBS team is pretty difficult, and this guy is clearly an example of what the NCAA claims to foster--a successful student athlete.Seems like they would not go out of their way to make things harder for him.

I don't claim to be an expert on NCAA rules, but i don't think that means that ordinary people can't help him out, just boosters.

The NCAA's definition of "booster" is pretty broad.
If you've attended a school or attended one of their games, you're a booster.

Exactly. It would be tough to claim to be a "booster" in a place like Boise.
Glad to see they applied common sense.

When A Blue's mother's house burned down we were able to contribute to a trust fund. Don't remember the name but a LSU female athlete's mom died and we were able to send money to a trust fund. What's the difference?
