ISPs will likely try to collect on both ends. From Netflix, for example, to guarantee enough bandwidth for proper streaming, and from the customer who wants access to Netflix.

Oh, don't you know? The Chairman of the FCC, Tom Wheeler, is a former lobbyist for the cable and wireless industry.
