People patting their own heads in public---or private

Why do they do this? Nervous thing like biting nails? Have a cow-lick (sp) they are trying to control?
After seeing the second person at Walmart doing this I remembered that I see this behavior not often but often enough to make me wonder.

That's a technique used to scratch the itch while not pulling any stray hairs out of the fresh braids.

Negros do it because if they scratch they will mess up their braids/hairdo. When you only wash your hair every couple of weeks, a hairdo has to last.

Had a buddy at work who would do this. Just a habit from when he was young.
