looks like something a SCA person would come up with...
on first glance, it looked like an Icelandic flag, but the colors are off and it has that maltese cross in the middle...checked to see if it might be something relating to the Knights of St John of Malta, didn't see anything
OK, google image search led me to see it was a proposed flag for the Republic of Georgia....

For general info: It was a proposed flag design for the country of Georgia. Their current flag looks like this:
