The PS+ version is still coming. Also, tomorrow the game director is going to make a blog post with details, answering questions, and explaining the delay.

The game was heavily marketed as a next generation launch racer.
There was a heavy emphasis on this coming in the launch window. When this game was no longer that, I really didn't care anymore.
