Saw a guy urinating in the street on Carrollton Ave. this morning

Earlier I was sitting at the light at Carrollton & Earhart and I look over and see a guy leaning against a utility pole just pissing in the street. This isn't a tourist area so this one can't be blamed on drunk tourists. The worst part is there was a cop on the other side of the intersection that had to have seen, yet he did nothing about it. Seriously, WTF is wrong with people in new orleans? I guess its more of that "culture" that only they understand.

I was in downtown Houston and saw a homeless man dropping a deuce on the sidewalk early one morning. Cop saw and made him pick it up and throw it in the trash.
