South Korean boat going down with students...

Just want to say that this is another reason why our country is so much more trained or just more prepared when it comes to the safety of humans! Cnn says they were telling kids that they need to stay still! or grab a vest and jump...HTF is that any proper instruction? Where are the life boats...If i am missing a bunch then i apologize..but it just seems that in the wake of natural disasters, or boats sinking, or anything like these that other countries seem just not prepared or just dont give a shite...please give me your opinions
