Can anyone identify the spots on this putter?

I'm thinking it is just really ingrained rust, but after soaking it in CLR for about 12 hours I'm starting to second guess myself. They look like sub-surface spots, and they're all over. Not sure what my next step is to remove them.

Even 60 grit sand paper isn't removing it...

I think you're worrying too much about its looks not the stroke it's having go with it.

If it's a Scotty Cameron and you bought it used, it could have been re-finished and what you are seeing is the original finish breaking through. Some putters were made with an "oil can" finish. If the putter was sent in to get redone they do not offer the oil can finish anymore and people go over that with another choice. Just a guess.

Bought new.

It's a carbon steel putter. It was blued, not oil canned.

Gotcha. Well if thats the case and it's turning color on you, I'd go to their website and contact them. Sure they would fix any defects on the finish.
