I gained tremendous respect for Bill Clinton's mental prowess in one of his early state of the union message.
The teleprompter was presenting a prior speech he had made, not the SOTU. The man just went ahead and delivered the SOTU as if nothing was amiss. Nobody knew in real time about the foul-up.
Now that is uncanny concentration and preparedness - delivering a speech with the words of a prior speech being displayed in front of you.
Amazing.
edit - as for Sebelius, she obviously had not idea what she was supposed to say.

Right about the time I started feeling sorry for her being a pawn in this situation, I remembered that she opted to work for this Admin.
