Is there any parts of this plan that aren't fluid?

So... if you are sitting around, fretting because you have no health insurance, you can simply think to yourself "hey... i need to check out healthcare.gov and see what insurance I can get" and then you can check that box and get an extension, and go back to doing whatever it is that you were doing. Because hey.. thinking about it is technically "starting the process", isn't it?
