So can anyone explain why they didn't just kill Rachel the hooker like...right away? Like immediately when it was determined she was a threat.
You're telling me Frank is down with killing a congressman running for governor and a reporter that is on TV all the time but wouldn't just kill some random hooker?
It just doesn't make sense. One of the worst little issues I had with the show, other than you know...a President resigning from office for having marriage counseling or something.

Frank doesn't even know who she is. Stamper always said he would handle it, and he hasn't been very forthcoming about the threat she poses.

Doug promised Frank he had it under control and Doug is one of the few people Frank has pretty much complete faith in so he let him deal with it his way.

I always assumed Frank knew. If not in detail, at least that this person existed and knew things and had to be dealt with somehow.

POTUS resigned because of the funneling of PRC funds into US campaigns, not the counseling or Prozac (not that Frank didn't use them in his con).

Eta: I'm right there with ya on these plot holes, but sometimes you just have to take it for what it's worth.
He (Frank) isn't supposed to be talking to the viewer either, but he's been doing it from the very start.

By the way did anyone else think that the hooker looked incredible and showed amazing personality during the hotel scene with Russo, as opposed to the rest of the series? Like a totally different actress.

Because Rachel could be controlled. Russo was done with it and was going public with it no matter what. If Rachel threatened again to go public with it, then she too would have been killed. Frank isn't exactly axe crazy.

Killing Russo opened up a clear alley for him to get his goals accomplished.
Killing Racheal accomplishes nothing because she doesnt pose that big of a threat, and Doug
Assured him numerous times that she can be controlled.
Frank probably has no memory of her at this point
