No, the player unions would veto it.

to preserve life as they know it. why let these colleges that emphasize education tell them what to do. these programs, including LSU are merely semipro football that keeps the majority of their players fed until the NFL will let them in.

Why? To allow for a 'stipend'? The media and others parading this idea aren't asking the right people. Are Chancellors/Presidents going to allow semi-pro teams on their campuses, using their facilities?
