Congressional Black Caucus

While doing some research on a completely unrelated matter, I stumbled upon this group that I never knew existed until today. Furthermore, there is also a congressional democratic Hispanic caucus as well as a republican hispanic caucus.
Apparently in 2006, while running for Congress in a Tennessee district which is 60% black, white candidate Steve Cohen pledged to apply for membership in order to represent his constituents. He was denied membership.
Rep. William Lacy Clay, Jr., D-MO., the son of Rep. William Lacy Clay Sr., D-MO., a co-founder of the caucus, said: "Mr. Cohen asked for admission, and he got his answer. He's white and the caucus is black. It's time to move on. We have racial policies to pursue and we are pursuing them, as Mr. Cohen has learned. It's an unwritten rule. It's understood."
He also added, "Quite simply, Rep. Cohen will have to accept what the rest of the country will have to accept—there has been an unofficial Congressional White Caucus for over 200 years, and now it's our turn to say who can join 'the club.' He does not, and cannot, meet the membership criteria, unless he can change his skin color. Primarily, we are concerned with the needs and concerns of the black population, and we will not allow white America to infringe on those objectives."
A few questions I have:
Why does something like this even exist?
How does our government allow something like this to exist while creating the facade of a color-blind society?
What is the purpose of even having a group like this?
What is this groups ultimate goal?

FYI, there's also a Congressional Women's Caucus, a Congressional Asian Pacific American Caucus and a Congressional Turkish American Caucus.

The only other ones of note I saw were the Hispanic ones. Question still remains. What's the point in these groups?

Right I just find it odd that you've never heard of them seeing as how they've been around for years and get mentioned fairly frequently in the news both on tv and in print.

Dam, why didn't Augusta National use that argument. Seems Clay, Jr. doesn't understand that racism is racism. But, at least he was honest..."We have racial policies to pursue". Racist!

If there were a White Congressional Caucus, and a black congressman was denied membership due to the color of his skin.......the shite would hit the fan. It would instantly turn into a media circus, and the race pimps would be espousing their rhetoric at every opportunity (like they need a reason right).
The double standard is BEYOND RIDICULOUS!

What facade of a color-blind society? There's no facade, esp with affirmative action, race-based regulations(forced bank loans to certain "parts of town"), Attorney General saying he will not pursue black defendants for certain crimes, etc. The government of this nation is absolutely racist, and they don't even hide it.
